This message provides amplifying guidance to the Reserve Force concerning FY19 General Military Training (GMT) requirements. 2. Due to accessibility limitations of records stored at the Navy Reserve Activity (NRA) or Unit level, all non-eLearning delivered training for the Reserve Force must be documented on form NAVRES 3500/2 and entered into FLTMPS, or Total Workforce Management Services for civilians. Once logged electronically, retention of hard -copy NAVRES 3500/2 forms is not required. 3. To the greatest extent possible, commanders should conduct training using discussions led by command and deckplate leaders. This concept of leader-led training puts training back in the hands of Sailors, enables a powerful and personal focus on integrity, accountability, creates an interactive learning dialog, and limits the passive and impersonal training approaches inherent in many legacy computer-based training programs. Navy civilian mandatory training topics can be completed in combined military-civilian training sessions. 4. FY-19 GMT requirements. (Military Only) a. The following is a complete list of required GMT. Computer-Based-Training (CBT) or Alternate Training. a. The Navy GMT web page is a comprehensive source of training materials and information for GMT. To access the GMT web page go to My Navy Portal (MNP) at https://my.navy.mil. Once logged in to MNP, select the Professional Resources drop down menu, then select General Skills Training, and then select GMT from the navigation menu on the left to access the Navy GMT page. Sexual Assault Prevention and Response (SAPR) Awareness, Equal Opportunity/Sexual Harassment/Grievance Procedures (EO/SH), and Suicide Prevention are required to be delivered F2F. NRAs may coordinate with partner agencies such as Naval Criminal Investigative Service and local law enforcement to develop/deliver alternate training. Alternate training may be conducted F2F. b. Command and deckplate leader discussions (Military and Navy Civilians). Command and deckplate leader discussions may be conducted at quarters, all-hands calls, or divisional training, etc. For these discussions, printable training materials provide an outline for the conduct of training and serve as springboards to elicit discussion to the point that the leader is satisfied that the learning objectives are understood. It is not the intent for commands to create new training lesson plans to support the accomplishment of GMT. Printable training materials are available for military or civilians on the GMT webpage. 6. NRAs should utilize instructors at local Fleet and Family Support Centers as well as the 32 Personal Financial Counselors (PFC) assigned to NRAs across the Force to provide Financial Literacy and Blended Retirement System (BRS) training. NRA commanders shall coordinate with their echelon 4 commands to schedule PFCs and report any problems obtaining instructors for this training to CNRFC N7 via their administrative chain of command. 8.
